We offer a unique combination of experience and knowledge. Our personnel combine extensive knowledge of fire protection, fire departments and their operations, and managing organizational improvement; extensive experience in service and economic analyses of fire protection and emergency medical service delivery systems; and experience in issues related to public safety in general.
Our motto is, "Helping Clients Help Themselves." As consultants, we view each project as a challenge of the client organization. We help members of the organization identify and take responsibility for both the challenges and the opportunities that the agency, its personnel and the community face. We assist in formulating responses to opportunities and challenges as a team. We act as facilitators, analysts, and catalysts as we elicit information about the nature of specific concerns and their multi-faceted impact on the organization. Organizational members at all levels come to an understanding of their stake in both problems and solutions. We then offer concrete advice concerning implementation processes that lead to critical change and enhancement of the organizations operations. The outcome of this strategy is that the client has the tools to continue successful operations long after our involvement.
Members of an organization know best the nature of operations, what works and what does not. Our approach capitalizes on this knowledge with an intensive information-gathering initiative to begin any project, drawing on the expertise and insight of individuals at all levels of the organization. We also look at the community as a whole; gathering information on the communitys expectations and the social, political and legal environments. We develop a detailed profile not only of the current organization and challenges, but also of the future as it should be after the intervening changes. With these before and after sketches, we help organizational leaders diagnose their challenges with enhanced information and begin to map creative processes for organizational improvement.
Because a fire departments ultimate purpose is to serve its customers, our work focuses on change in organizational tasks, structures, processes, and labor/management relationships that lead to enhanced service provision. Thus, identifying the needs of internal and external customers and developing structural systems become critical parts of our approach to various projects. We take an eclectic approach to analysis and planning, integrating a variety of tools into the process.
We give structure to the process by formulating solutions that will be both viable and far-reaching. With a variety of well-targeted recommendations, we help clients realize the transforming goals they set for themselves in ways that will sustain them long after the initial project is formally completed.
Naturally, we tailor our work specifically to each individual client, as we work with the clients staff to design future strategies. As consultants, we also draw on successful models of other organizations that have dealt with similar challenges. This case-based approach offers unique insight into lessons learned from others efforts.
As mentioned above, we take a well-coordinated and synergistic approach to our projects. This includes the selection of uniquely talented and experienced personnel to complete the project.
Personnel
Kevin Klein runs Public Safety Consultants as a sole proprietorship and draws upon other experts for specific projects. Mr. Klein has been involved in the fire service for over 17 years. He rose through the ranks of a combination fire department to eventually hold the position of Fire Chief and Chief Financial Officer, a position he held for eight years.
Mr. Klein left his position as Fire Chief to pursue a graduate degree at Harvard University. After receiving his graduate degree, he began a career in consulting for international, state and local fire service agencies. He recently completed a teaching engagement for the Republic of the Philippines Public Safety College where he taught public safety doctrine development.
Mr. Kleins practice focuses on strategic analysis and planning for local fire service agencies. He brings a strong commitment to service delivery and participation at all levels in his approach.
